Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.
  • The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.
  • The bottom box presents the body of the cable. The opening can contain a more specific subject, references to other cables (browse by origin to find them) or additional comment. This is followed by the main contents of the cable: a summary, a collection of specific topics and a comment section.
To understand the justification used for the classification of each cable, please use this WikiSource article as reference.

SUBJECT: BAHRAIN WATCHING FOR IRANIAN PROLIFERATION-RELATED
TRANSACTIONS REF: A. SECSTATE 84841 B. SECSTATE 88759 Classified By: CDA Christopher Henzel for reasons 1.4 (b) and (d) (C) Econoff delivered reftel points (A) and non-paper (B) to both the Ministries of Foreign Affairs and Finance. MOF Assistant Under Secretary Yousif Humood told Econoff on August 20 that it is both encouraging and distressing to know that Iran is seeking alternative avenues to finance its proliferation activities. He said it is encouraging because it indicates that existing monitoring and sanctions are working, but distressing because existing efforts have apparently only slowed Iran's activities. He stated that he will pass the information to the Central Bank and encourage them to increase vigilance for prohibited activities. ********************************************* ******** Visit Embassy Manama's Classified Website: XXXXXXXXXXXX********************************************* ******** HENZEL
