The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.
The bottom box presents the body of the cable. The opening can contain a more specific subject, references to other cables (browse by origin to find them) or additional comment. This is followed by the main contents of the cable: a summary, a collection of specific topics and a comment section.

¶1.  (U) On May 18 Icelandic Ministry for Foreign Affairs Ambassador 
for Arms Control Issues Petur Thorsteinsson informed PolOff that the 
Icelandic Embassies in Washington and Moscow would soon be 
delivering diplomatic notes reporting Iceland's desire to join the 
Global Initiative to Combat Nuclear Terrorism (Refs A & B). 
Thorsteinsson added that although Iceland will not be attending the 
upcoming Global Initiative meeting in Astana, Kazakhstan due to 
staffing shortfalls at the MFA, the Ministry looked forward to 
active participation in future activities. 
 
¶2.  (U) Post repeats Ref C contact info for Global Initiative 
Coordinating Officer and awaits receipt of Ref A background 
information for conveyance to the GOI.
