Understanding cables

1. On August 9, PolOff conveyed reftel information and 
concerns to Randolph Coto, Assistant Director of the 
Disarmament and Terrorism Section of the Ministry of Foreign 
Affairs (MFA). 
 
2. Mr. Coto advised the GOCR is aware of these concerns which 
are troubling to Costa Rica as well.  He indicated that GOCR 
immigration officers and police actively work in the 
detection of illegal cash couriers, an area in which they 
have obtained significant results this year so far.
