SUBJECT: UK RESPONSE: U.S. NON-PAPER ON DISSUADING ABUSE OF THE NPT WITHDRAWAL PROVISION REF: SECSTATE 128744 

(SBU) Poloff delivered reftel non-paper to Nick Low, Head of the Nuclear Issues Section in the Counter-Proliferation Department of the Foreign and Commonwealth Office (FCO), on December 17. On December 30, Low told Poloff that he and fellow FCO colleagues agreed that the non-paper looked fine and added that the UK is grateful to Washington for taking on board the comments the UK made on the earlier draft of the non-paper. Low also told Poloff that the FCO Legal Adviser is "content" with the non-paper. Low expressed HMG's continued commitment to working with the U.S. on all NPT-related issues in the lead up to the NPT Review Conference next May. Visit London's Classified Website: XXXXXXXXXXXX
